Under Heth, Ytiri was absorbed into the alliance (taking Star Seed onto the Ishukone-axis side), Sukuuvestaa pushed back, and the State briefly operated as a single political bloc. His fall ~YC115 left a power vacuum that the Mountain + Ocean factions filled, completing the Lai-Dai-vs-Ishukone realignment Ash now diagrams.
