Founding members of the Federation, but always retained cultural autonomy that produced both the Caldari-sympathetic exile (the Syndicate) and the Lost-Adama religious arc (Eloa Enaro / Negui Erlon, YC120). The Federation's seizure of Intaki in YC124 — what triggered the Syndicate–Caldari constellation deal — was an act against this people, not against the Syndicate. Moreau's amnesty offer post-conquest is structurally an attempt to reach the Intaki proper, not the Syndicate fugitives.
